KEVIN FRIEL

Kevin possesses a broad range of government and private sector experience managing human services programs, with a focus on financial management and program development and reform. Kevin served Pennsylvania’s Department of Human Services (DHS) for more than 15 years in a variety of management and executive-level roles.


Kevin served as Deputy Secretary for the Office of Developmental Programs (ODP) which was responsible for administering Pennsylvania’s intellectual disabilities and autism service delivery system. Prior to assuming this role, Kevin served as Deputy Secretary for DHS’s Office of Administration and Director of the Bureau of Financial Operations where he managed DHS’s internal audit process, oversaw the DHS’s offices of Human Resources, Program Integrity and Information Systems, and served as the agency’s chief contract negotiator. Kevin began his DHS career as an auditor where he developed a detailed understanding of program and fiscal compliance, provider financial operations and reporting across a variety of service sectors.


Immediately prior to joining FLS LLC, Kevin worked as the Chief Financial Officer (CFO) for a large Pennsylvania-based human services provider where he oversaw financial planning and reporting for a diverse group of related companies that provided intellectual disability and autism services, dental services, trust management and closed-door pharmacy services.


At FLS LLC, Kevin’s practice focuses on developing QA/QM, fiscal and risk mitigation tools that provide agency decision makers with organization-wide trend analysis capabilities, producing pro forma statements and budgets for client programs, conducting strategic communications and performing interim CFO services.

MATT STAUFFER

Prior to joining FLS LLC, Matt served more than 10 years as an attorney with Pennsylvania’s Department of Human Services (DHS) where he advised executive staff on all procurement-related decisions, devised strategies for complex procurements and counseled cross functional teams on request for proposal development, proposal evaluation, and pricing strategies, with a

particular emphasis on Medicaid, information technology and facilities management services.


Matt negotiated and drafted a wide range of agreements with private-sector vendors and state and federal agencies and helped to devise efforts to increase vendor competition and monitor and enforce contractor performance. He also litigated contract controversies and bid protests before various state tribunals. 


Throughout his tenure in government, Matt worked closely with DHS’s Offices of Medial Assistance Programs, Long-Term Living, Developmental Programs, and Administration to help implement a variety of initiatives to improve service delivery, oversight and support for Medicaid home and community-based waiver services and managed care programs.


At FLS LLC, Matt coordinates the firm’s strategic planning efforts, assists clients in program development and licensing activities,   crafts program and administrative policies and procedures, and helps to design and enhance provider quality management capabilities.
